Public Policy Paper – Recommendations for Integrating Gender Equality and Social Inclusion (GESI) in the Law on Health Insurance
The purpose of this document is to present the findings and opportunities for integrating gender equality and social inclusion (GESI) in relation to the Law on Health Insurance and to assess the justification for making GESI-related amendments to the legislation in the field of health insurance. This includes covering the vulnerable and marginalised categories on any basis, covering the services for socially excluded groups, and equality in access to those services.
What Does the Law on Health Insurance Regulate? The Law regulates the access to health services for all citizens on the principle of equality and inclusion and establishes the requirements and procedures for the use of health insurance, with an emphasis on the protection of public health and the efficient use of financial resources. Under the Law, health insurance is established as compulsory and voluntary. Compulsory health insurance is administered by the Health Insurance Fund and applies to all citizens for the provision of health services and monetary benefits based on the principles of inclusion, solidarity, equality and effective use of funds. Voluntary health insurance is administered by insurance companies under this Law and the Law on Voluntary Health Insurance.
